Worrying pop-up message

I have just got a spam pop up but it is not letting me close it. The content of the message has me a little worried.
The way I know it is spam is that the message is asking for money straight away. Below is a screen print of the message:

When I click close, the following appears.

It finally comes up with the last message which will not go away even with me clicking on Leave Page.

What I want to know is, is this genuine? I cannot imagine that an official page would use exclamation marks and ask for money directly.I have closed my browser via Task manager but when reopened, the message pops back up.
So how do I go about getting rid of it?

Have you done a scan of your computer for any nasties?
Probably some malware has snuck onto your computer- let me see what I use and I'll post up again.

Virus mate. I'm a police officer and had many people approaching me about this. I've also had it on my computer. Google will sort it

It's a virus. I caught it a couple of months ago. Getting rid of it is quite straightforward if you follow advice on Google. You might need to use an uninfected PC to access Google. I couldn't even start Windows without a similar message appearing. Don't worry, it's just a scam.

Well I gave a quick scan using Malwarebytes (already had it installed) and restarted my computer. When I opened my browser, it claimed that the page couldnt be found or opened, so I just clicked close and everything seems okay now.
Turns out I had 70 viruses on my computer! They have all gone now though.

70! 70!!!! If you visit dodgy sites you are going to have to regularly run virus checks. Do you have up to date and real time virus protection? If not then now might be a good idea to get some. Un-protected internet surfing is risky, you could pick up anything or unknowingly contract something.
