I wear a bright orange hi viz vest over a florescent yellow hoodie like that at night when it is cold. During cool day rides just an orange or bright yellow hoodie. I like that one in the op. It even has a zipper. Not a bad price either.

If I am not wearing a helmet means it's warm and dry, so what would be the point of a hood?
Apart from that, looks same as an ordinary workman's hi-viz ... why not?

I am actually a bit bored of the HI-Viz look, so as I enter my 4th winter of commuting I am considering @Sara_H's fairy lights for the bike
