Now I look at them, I think they could be.... regardless, they definitely work (pretty well as well). I used to have an old converted single speed quite a few years ago (which ended up being stolen and incidentally was also an old Raleigh, but the frame wasn't made in England) that had long pull levers with similar centre pull brakes. Can't vouch for other brakes though -I think there's enough of a difference in pulls for different levers sometimes these things do.

Are you using linear-pull levers with calliper brakes? If you are then they won't provide enough leverage.
