Top of seat tube about to snap.....

....spotted outside my local Sainsburys:-

I left the owner a note advising that the seat tube was in danger of snapping with possible disastrous results and urged them to take the bike to a bike shop.
I suppose a longer seatpost and some jubilee clips round the top of the tube might be a satisfactory bodge.

Judging from the condition of the rest of the bike the owner either doesn't care or doesn't understand.

If you look at the top picture you can see that there is only a tiny amount of seat tube in the frame, not even down to the bottom of the slot! Idiot. No wonder it snapped.

I don't get it. Most kids round our way, daren't let even a millimetre of seat post show! Typically never use the saddle at all, or if they do their bum almost touches the tarmac. Something to do with street-cred, I suppose, or as someone once explained to me, proving they're not gay...
