Your HR will tend to spike at the start of exercise as it's going from a standing start it takes more energy to fire up the engine, so your muscles need more oxygen, hence the HR spike. As your body gets up to speed and starts to metabolise the glycogen stores it will settle down a bit. This is all quite normal. This is one of the primary reasons why athletes warm up (for example TT riders doing a spin on a turbo before the trial).
