15mm wide 25.4mm to 31.8mm handlebar adapter plastic shim thing

A bit specific, but I'm in need of an adapter spacer/shim thing to be able to hold a Topeak handlebar bag. Managed to buy the wrong width ones and cannot find a suitably wide fitting anywhere, just need one Thanks

wide alloy shims yes, but not the plastic/rubber lipped adapters which are 15mm wide
