OMG. Flip that stem, rotate the shim to get it horizontal then photograph the bike from a distance to get the bars in proportion; it will look much more like a good road bike and less like a bike owned by somebody who didn't understand bike setup!

Or it could be from an owner nearly in his fifties who's had a hip replacement and needs comfort as opposed to ar5e in the air knuckles on the floor,
