21.5 Quill Stem

I need a new 21.5 quill stem.
They are hard to come by as the general size is 22.2.
My question is can I change the headset so I can use a 22.2 stem or does the tube on the frame specify the size of the stem/headset?

You would need to change the forks and the headset.

It's an old Raleigh mountain bike frame.

21.5 was an inhouse Raleigh size and is a PITB when rebuilding old uns.

Never realised Raleigh had an inhouse size. I've never needed to replace the stem on one before and assumed they were 22.2 like the others.

They had their own BB threading and size as well when they were the largest world-wide manufacturer.
