21st stage TDF question

For half the peloton stage 21 is just all about the whole thing finally coming to an end. To the other half it is all about the most prestigious sprint finish in cycling. If anyone were to attempt a breakaway, the sprinters' teams would be on them in an instant or would hound them down on the Champs Elysees with the timing precision of the Swiss rail network. Because it is always such a short stage, there is very little chance that it would not all end in a sprint finish which GC contenders would be highly unlikely to win ..... and, bonus seconds apart, the vast majority of the peloton would be given the same finishing time due to the small gaps between the groups crossing the line. Absolutely no point trying it. I always feel sorry for the Parisiens, who never seem to get to see anything but the same old, same old every year. It was nice for them this year when the Tour passed quite close by in the early stages. I was wondering whether they are ever likely to get the prologue time trial in Paris?
 
Roglic was lying in 4th position, 1min more than Froome (3rd). What if he likes to sprint and try to win the stage, perhaps even can overtake Froome. Just hypothetical assuming that's possible to take a min off. The 21st stage is more or less ceremony, but is Roglic allowed to do that?
You'd have thought he might have wanted to do that before the final stage.
