Yeah the good weather is bringing them out in force, had one this morning who rode over a mile in the middle of the road over taking traffic into oncoming cars and buses. For a few minutes I would rather play it safer.

If it's busy traffic, I would do (and daily, do do) what you say he's doing. It's not a problem unless the cars are hugging the middle line, in which case I filter on the inside. If I wanted to be safe and sound in a line of traffic I wouldn't cycle, tbh.
 
I got directed around the fire brigade yesterday morning as reported in the St Margarets/Twickenham - not Richmond - incident, and wondered what the spare ambulance was doing in Heron Rd. This was around 8.50, and I didn't see any sight of a cyclist but I was keeping well clear as there were 3 fire appliances there and another ambulance, so it was a busy scene.

Yes, the link says there was also a fire in a 3 storey building.

Why couldnt you filter on the roadside when there is room? Just asking, I mean I filter in the middle no worries but just seemed a bit daft when I am filtering on the pathside with loads of room and another cyclist filtering in the middle of the road.

I prefer filtering on the outside personally, but only if there is enough room to stay safely within the lane facing the way I'm moving. I feel safer there because car drivers generally check their offside mirrors more for overtaking vehicles. It also means that drivers in the the oncoming lane are more likely to see you coming and hopefully won't run you over when someone lets them through a gap in traffic to make a right turn.

If there's a bus or HGV in the oncoming lane though, I scoot to the left or pull in behind a car. Obviously this isn't gospel and every situation needs to be taken by it's own merit.
