700X38c rims, where to buy?

is 700X38c a rare size or something because i love that size but bare rims seem hard to come buy
so any idea where i can get this size?

700x38c is a size for a tyre not a rim. Something like a 622x19mm (also known as 700x19) rim would be what you're looking for to take that size tyre.
