I'd be interested to hear your views, as "no words" doesn't tell me what you think!
My thoughts: There doesn't look to be much space on that pavement to fit a wheelchair through. Secondly, if you buy or rent a house with limited spaces, that's on you, and doesn't then justify parking on a pavement partially obscuring someone else's driveway. Thirdly, the driveway owner has little recourse because that's not a dropped curb (I wonder if they even got permission to drive their car across the pavement to access their driveway? Maybe I missed that).
I have similar issues with my tenant and their neighbour who are both as bad as each other. There is space between the houses, on the road, for 2.5 cars. The curb is not dropped. They both think that they have a right to park outside their house, on the public highway. I have informed them that there is no ownership attached to or associated with the road, you can park there if not obstructing the road or the pavement. But they still do things like move their cars 6 inches when the other is out, just to be awkward
