A pavement parking odyssey

Another zig-zag parker reported, this one being at the same point I saw the Amazon delivery van about 10 days ago.

I've spotted this driver doing the same thing previously, but the photos were too blurry to use. This time they weren't.

Technically theyre still parked onnthe zig bags, what is presumably a crossing zone.

Not pavement parking, but parking over dropped kerbs this time, which is even worse than pavement parking! I took these photos this afternoon in Clitheroe, Lancashire. The other week as I was crossing the road, heading for the dropped kerb opposite the car below arrived and parked over the dropped kerb. A bloke who was looking out for me while I crossed remonstrated with the driver, saying he should not park there, no matter what the circumstances are, with the driver smirking at him through his closed window. I noticed this car parked here last Monday, then today it was there again! I went into a shop close to the dropped kerb and asked the shop owner who I'm friendly with how long that car had been there. She replied that it'd been there all day and her and another shop owner had asked him to move it as they both had transit van deliveries to unload today. Again he just smirked, this time getting out without replying to them and walked off. On hearing this the red mist came down, then low and behold Mr clever devil appeared, walking towards his car. That was it, I let rip telling him that he can not park there as it's a dropped kerb, adding I'd taken photos which I will send to Lancashire County Council's Highways Department, adding that he was very rude and arrogant. Like with the others, he smirked at me, with me responding calling him an unsavoury name. I'm thinking of putting the photos on the Clitheroe Facebook page to make bullets for others to fire as they say! Hopefully if I do, someone will see my photos and take it further!

I also did a bit of detective work and watched where Mr clever devil went, asking a bloke I know about him, after the shop owner I know had said she doesn't know where he goes after parking there, but she thinks he might work in a shop. On watching him, she was right.

He owns this place below.

Now I know for a fact that those 'traffic wardens' patrol religiously again and again around the town's high street from 9am to 5.30pm, so why has this fellow not been ticketed and told that he can not park there, end of??!!!

Because there is a gap in the double yellow lines.

I don't know what that dropped kerb is for, it isn't the type designed for disabled people because they all have the tactile pavng.

There doesn't appear to be a dropped kerb on the other side although your photos aren't clear and streetview is out of date. If this is the case it seems unlikely that the dropped kerb is for disabled access purposes.

Just after a tight, blind left-hand bend as you head up the hill.
Vehicles are forced onto the only remaining lane,pedestrians in the road are not uncommon at this piece of road.

Go for it. Historical imagery shows the double yellows going uninterrupted across that gap. The council has clearly put that gap in the double yellows for a reason.

There is a narrow alley leading to some flats in this photo. Maybe the dropped kerb is to allow vehicles to mount the kerb to go through that alley, though isn't driving on pavements illegal?🤔

Looking at that narrow alley again, I don't think it's wide enough for vehicles to get through and if I remember rightly, there's a bollard at the end to stop folk even thinking about attempting it. There is a wider access a few yards down to the right of that 'Knead & Grind', shop as you see it in the photo.

I'm going to have to ask a 'parking enforcement officer' the next time I see one if that dropped kerb is meant for wheelchair and mobility scooter access or not.🤔
