Update needed is he still there or has he escaped overnight

Suck him up with a vacuum cleaner set on super low.
Or, if he's related to the frog in the fable, fill the hole with cream. If he's hardworking and ambitious, he'll churn the cream into butter and walk out.

Having said that, I had a frog in a similar hole once. I removed it. Next night he was back, and again and a again.

It is a very smart frog

These calls are meant to attract females

He has found a position that acts as a megaphone making him the loudest around

I was thinking (!)

2 litre coke bottle. Empty and rinse. Cut a hole out of the side right at the bottom, and maybe a third of the bottom.

Tape a broom handle to the top.

Lower it in and try and nudge the frog into the hole, and then lift him to freedom.

Enjoy the adulation.

I'd go with block pipe at the next inspection chamber and fill with water.
I presume it's a gully for the rain water or house waste?

Buy it a beer...

A very burly plumber refused to rescue a frog trapped in the tube that contained the water stopcock for my last house. He just recoiled and said, 'Urgh, I'm not touching that.' I had to lie down flat and reach in ... and my arm was just about long enough. The frog was skeletal, but still alive.

Chivalry ....
Amazing how many big strong men run away from a small creature...
My old labourer would have made a good YouTube hit video with a Bee flying near him...hilarious
