Accessory Padding - where to buy?

Is there anyway I can buy the rubber/plastic strips you sometimes get with accessories to help fit them? For example if I am fitting a light to the handlebars and there are pieces of rubber/plastic you can insert between the light fitting and the bars to ensure a tight fit.

Not sure what they are called or where to get them so any help appreciated.

The advantage with old inner tubes is that you can cut to exactly the correct length and width, and by layering get the precise thickness as well

But actually I've got a box full of them in the garage because you always get a selection when you buy lights. It's just a question of assembling them all in one place rather than having them all over the workshop and tool kit.

I prefer the cut up inner tube to the shims you get with accessories, they always seem to come up too short, too thick or too thin!
