French bikes have narrower quill stems and steerer tubes than British bikes. If you try and use a French quill stem in a British bike it won't grip properly.

BB threading/direction of threading is different too on older french bikes. Raleigh pulled a similar stunt on their early 'quill stem' MTB's but they're bigger so a standard quill stem is too loose to fit and who makes this propriatary stem only Raleigh of course.
