Their is an old saying “it's not the car that KILLS it's the driver”
We need a new one “it's not the dog that Kills it's the owner”
With a dog; human has to be it's pack leader and to control it in a public space.

It's heath and safety issue, first they should use a standard approved method
of dog walking. Then a risk assessment of that dog and the route, then only proceed
if all members of the public are as risk free as possible.
If you were working in a public place, and dropped say a hammer on some unsuspecting
Person. You could end up inside; sorry my-Lord in Prison.
They have a duty of care to all of us, and use good practise's at all times.
