I read that there is a decline in both cycling and walking to school (in favor of driving kids to school), but I can't see if the originating studies factored this into the cycling analysis summarized above.

There does seem to be consistency in the outcomes, in that compulsion dramatically reduces the number of cyclists, and the number of head injuries does not decrease as expected

There are any number of confounding factors

For instance there is other work that shows increasing the number of cyclists decreases the number of accidents.. is this true the other way round?

I think it's rate of accidents - an important distinction. For example, the number of serious accidents in London has been pretty static, while the number of accidents has rocketed.
