Rainlegs - lightweight cover the tops of the thighs, which is great in all but the worst of thunderstorms. Altura NightVision Pro jacket. everything else gets wet. You don't melt.
Work clothes go in a waterproof bag inside a rucksack and have never been an issue. Shoes do squelch a bit on bad days, but you'll be surprised even on "wet" days how frequently my 25min ride falls inbetween the showers. It is seldom raining heavily for prolonged periods.

Riding in the rain was one of the most off putting things when I was first thinking about commuting, now I have my rain jacket I can't wait to get out in it...

When it rains but the temperature is still mild, I just wear a tshirt and shorts and enjoy the free refreshment. Get to work and change / towel dry.
Cap or helmet peak to assist in keeping the rain out of the eyes.
Plastic bag inside your bag (be it in panniers or rack) or take a weeks set of clothes in on Monday and change when you get there.
Have fun with it, cycling in the rain is my favourite.

Get some proper full length mudguards and a mudflap. Most of the water on your bag will be from your rear wheel and not from the sky.

Admission to make here: If the weather forecast says rain.... I don't commute!
However, my commuting bike does have full mudguards on them and if I do get caught out in the rain, they make a tremendous difference.

Thank you all for your useful comments. I agree with maylian in that waterproofs make you sweat more and keep it in. Looks like it's gonna be another dreary say but I will be on my bike anyway

I have to say I'm looking forward to my ride this morning now that I think I have my saddle at the right height. Does look like I will have to use some of your tips though!
