Sounds like a plan. But you forgot MOT's. Lets also add that cyclists not riding in cycle lanes, cycling without helmets and not wearing hi-viz are executed by firing squad right there on the spot. Their bodies then transferred while draped in a cloth covered with the Daily Mail emblems all over it to a mass burial with the other cycling menaces.

Excellent idea. Creates work too. Licensed cycle mechanics and testers

How about those who do not have a smartphone? Will they be forbidden from owning a bike

All cyclists should have the QR code for their bike tattooed about their person. Then the police can compare the QR code on the bike to the one on the rider. Simples!

Ah, what happens when you change your bike?
Where would you have the tattoo?
What happens if your weight changes and the code becomes unreadable?

Think someone tried tattooing people before. Might get a bad press.

All cyclists should have the QR code for their bike tattooed about their person. Then the police can compare the QR code on the bike to the one on the rider. Simples!

Tattoo on the lower leg. If it ever gets amputated then a qr code on your body too, to prove its your leg ergo, your bike. Also one on your helmet to prove you were wearing one in the crash that resulted in the amputation of your leg.
How about a tattoo of your bike like those names of loved one people get 'Mercedes and Daz 4evr" "Nath lvs Spech". Actually no, that would be foolish......
