I've been looking at Army Surplus tool bags with a vintage look that can be used as a cycle saddle bag.

Anymore ideas?

Good idea IMO. If you're intending to hang it from saddle rails or bag loops, measure the available height. Also expect measurements from eBay sellers to be inaccurate. A bag that size, even if it's non-waterproof canvas, you could wax it without too much pain and it'd be easier than trying to fix a cover on it. It's not very exposed to water if you've got mudguards, but it sucks for tools to go rusty.
