I was asked to buy one bag of compost for a friend from a particular store. When I got there it was £7 for one bag or £10 for two bags. So I thought "I don't really need one and wouldn't buy one for £7 or £5 but wouldn't mind a spare bag for £3....."

What I want to do is offer my friend one for £7 or two for £10 (exactly the same as the shop offer) but not one each for £5 each.

Putting aside the fact that I'm being petty and a bit mean, am I on the moral high ground (or at least on the moral level ground)?

No brainer, you went to the shop, your time is not free, they get one for £7 and you get one for £3, if he they want one for £3 then can go and get it themselves.

I was once asked if i would bring a friend 200 fags back from my holidays. I duly returned from said holiday with the requested 200 fags. Friend saw me and asked about his fags, i gave him them and he asked how much i owed him, £46 i replied, bloody hell they are expensive he replied, where the hell have you been to get fags that expensive............Skegness mate, and that is what they cost! his face was a picture.

It's not an ethical dilemma at all, it's a rationalisation of your intention to scab £2 off a so-called mate.
What's interesting is that if I had bought one bag (as he requested) he would have had less choice than he now has and yet I feel bad about my petty rationalisation (probably rightly). Also by offering him one for £5 he now has even more choice than if he had gone himself.
