Recently there've been several crises with insurance companies pulling out and, this year, a new police chief who is H&S mad. There were police everywhere that night. It didn't stop someone throwing an aerosol canister into a barrel, causing several injuries, nor did it stop the old fire-station burning down.

Not quite - they're running through packed streets in the town with burning barrels on their shoulders. The spectators fill the streets, parting like the Dead Sea as a barrel careers towards them. I have been bodily carried with the crowd on occasion. Someone patting me on the back is being friendly by putting out the small fire on my jacket.
