The towpath is not marked on OSM as cycleable north of Saul Junction, or the last 500m into Sharpness, plus it's tagged as unsurfaced, so few route planners will use it. Is it cycleable? Is it hard surface? The Gloucester-Sharpness canal is about 16 miles long and gives a viable off-road route out of Gloucester. I've ridden the whole length and I think it's permissible, but the online route planners seem to prefer to put you on the roads, many of which are part of the NCN.
