As time goes on he gets worse, not better.

We know he was neglected and poorly treated as a child, abandoned by his parents yada yada. We would just like to know if he's a murderer or a baby rapist. We would like to find out because we want to know exactly what we are dealing with. He has regular contact with a very young child. Our friend - his ex - is his reluctant victim, the child is the weapon he uses to attack her.

If the social services and courts awarding contact have done their job, your friend will have been told about serious convictions relating to child protection issues or some severe restrictions will have been placed upon his access to the child i.e. access will chaperoned. If you and your friends have strong suspicions that such serious offences have been committed, raise them with the appropriate agencies for investigation or ask them for reassurance that such offences have not been committed.

I still think that it's best to deal with the present rather than raking over the past.

Tough one.

Looking at his history is it possible there are terms attached to his release?

Some behaviour that could see him returned to prison?

Don't count on the police to communicate properly with probation services, be aware that this guy may have moved and changed his name, the way he is behaving seems to indicate that he thinks he is off the radar for some reason, people locked up like he was at a young age are rarely just sent back into society with no conditions or way of keeping track of them.

Find out where he is from and start doing some digging, if he was a serious offender mentioning his name might trigger alarm bells with another counties police service.

And thereby hangs the problem, the PCers just sit around debating something. In the meantime the worst happens. Is it so wrong to take decisive action, who's at fault, why should the victim 'leave'?
'decisive'. Ahem.

Its tricky as from my own experience anyway the police are fairly reluctant to become involved unless something serious happens,by which time it is sometimes too late.CP talks a lot of sense and maybe an avenue to persue through the courts is his access to his child-if he/she is alone with him for any length of time then you need to know about his past.never, ever, underestimate what some people can do.
