They are what Mickle suggested. When they are removed the brake calipers or bars will hit the downtube on full lock or if you take a tumble

I can't see how they'd be steering stops, as they're beneath the bearing cup, and therefore won't be able to move freely.
Might someone have put them there to aid in subsequent bearing cup removal? (Summat to get a drift and hammer behind?)

after all the replies, i decided it was safe to remove and discard. i removed the bearing cup and it just fell off. i couldn't see any good reason for it being there, other than the suggestions in previous posts. if it did limit the steering, any other parts had already been removed. this is what the bike looked like before i stripped it down:

i don't believe so, as there are three loops on the top tube for the rear brake cable to go through. i can only imagine that it must have been home made. what for, i have no idea!

i would agree if it had a flange on one side only. the shifters are on the down tube, so the only cable from the bars if for the rear brake, but there's a flange on each side.

I suppose I had better tell

The Raleigh Sensor, came fitted with a computer of some description & those 'brackets' were used to mount the computer housing I inherited the same model of bike from my dad a while ago, to use on my trainer in the garage. It had the computer housing, but alas no computer It also came with a plastic disc on the front wheel which I pressume held the magnets, or whatever system it used to calculate speed.

I've still got the computer housing & old wheels in the garage if you would like photos


edit - mine has standard gear levers, rather than the curved aero dynamic ones fitted to your bike :-(
