I don't think it's anything to do with gardening. I think it might be a Victorian device for "accommodating gentlemen of a certain disposition". Looks fun. If you like that sort of thing.

Seems a bit harsh to punish the cow for it's calf's stupidity.

I'm thinking it'd be strapped to the cow with the spikes pointing downwards to discourage the calf from getting too close?
