Tumble drier for leg warmers. The arm warmer one is back to front on the floor.

I'd guess that those are armholes and the black sleeve-type things fit over the holes and you put your hands in. Something you might want to do in a fairly controlled environment without damaging your hands....

That's what I'd go for. Obviously the gloves are supposed to be sealed to the black rings.

It's a portable nuclear reprocessing facility for homeworkers. Each homeworker gets one, and gets their weekly allocation of fuel rods to deal with which arive by post.
The lower chamber is so that small children can with the work and earn extra pocket money

I notice there's an "iris" type opening at the end of both drums operated by the yellow lever and I see there's a water inlet and outlet as well, so I'm going with a contaminated sea bird washer. That the OP seems to live near the coast adds weight to my guess.
