He reportedly said that in the past, his behaviour had fallen below the standards expected of him, and that he apologizes to anyone he offended.

Taken another way (so to speak) that could be construed as "Sometimes I wasn't up to the task in hand, and I'm sorry that there are some trainee priests who I was unable to please".

That was his downfall - to much bashing the bishop. - and it probably was very hard.

I like they way they said it's a rare event - so rare its a bloody stereotype , bum-bashing Catholic clergy - o yes never heard of them before , very unusual.
