It's a croggy. "Giz a croggy to't chippy mate!" As opposed to a backy where you sit on the rear rack.
It is illegal here but unless you looked otherwise up to no good or were doing it amongst traffic I imagine the police would have more pressing matters to attend to.

I would doubt the ability of my rear rack to take a person's weight safely!
I did try once when my saddle bolt snapped about 9 miles from home and I was trying different ways to ride back
sitting on the rack felt very dodgy!
Of course teenagers are generally invulnerable - at least in their own minds - so when I was younger it probably wouldn;t have seemed like an issue to me
