Not too sure about that. Most of the multi-story car parks built in the 60's and 70's are still standing, but average car sizes & weights have increased massively since then.
Or is it simply that cars have become bigger in recent years, thus car parking spaces appear smaller but it's the car which is bigger thus making the space APPEAR smaller - ? The modern so called Mini is a case in point.Plus they've squeezed more vehicles into these multi storey carparks, narrowing parking bays
