Personally,
both cycling and driving, theres been a change from 'can i get out without the person having to take avoiding action' ie slowing at all.
to ' can i get out and they wont hit me' with the assumption you'll slam your brakes on..
the problem of course being that bikes a) have to use your legs to get going again and b) you dont have anywhere near the stopping distance of a car..
so , i just think they see the bike at a distance, think 'thats enough' and its not the speed, its the lack of concideration of the lesser braking ability.
