While cycling at the weekend I came across these 'ramps' which had been placed in a local cycle track:

On enquiring at the council as to who put them there and why, I have today received the following reply:
Dear Mr ******,
Thank you for your email regarding the ramps that have been installed at Maxims Casino. I can confirm that the
ramps are temporary and have been provided to allow cyclists to divert around the works which are ongoing to construct a
new zebra crossing in this location. The ramps will be removed within the next two weeks when the crossing is completed,
but we would request that all cyclists, cycle through this area with due care and attention until the work is completed.

Personally I wouldn't want to try using them, to my eyes it would be safer to just hop or bump up the kerb.
Thoughts?
