Not sure I follow the logic of this. If that were the case, you would never see bunch racing at the velodrome...

Velodromes are flat and wind free. Put in climbs, descents and head and tailwinds and different riders would need different size gears to maintain the same speed. Going back to the days of my youth, the winter clubruns when everybody turned up on a fixed gear bike were often the hardest when people got a little frisky in the race to the cafe.

Not everyone rides the same gear on the track though - they all have their individual preference. I still don't see the correlation.
