Hi there. I've got this pannier rack on my bike. There is a flat bit at the top for a bag thingy. What kind would I buy and are they easy to fit?

Also what are the two hook things and two holes at the back?

Bracket for a rear light & what looks like clips to hold a mini-pump.
 
The rear plate is for bolt on rear lamp/reflector
Pannier bags hook on to the lower horizontal bars, leaving the rack top free of obstruction for additional items. This is a feature of heavy duty touring racks.
Some rack top bags fit to specific/propriatory racks, others need a mounting plate bolted on, others use straps and velcro. Usually, Rixen and Kaul Klickfix attachment system is the best, and adopted by several bag brands.

It's worth thinking about what you want to carry as that might dictate the size you get. Can't remember off hand what brand mine is but it attaches with velcro straps like the ones that @MichaelW2 posted above. The Velcro means that it'll fit slightly different racks.
