I use overshoes and they are excellent but don't forget water can still penetrate from below (the sole isn't covered). This only happens on the wettest days and I combat it by putting my feet in plastic bags before putting my shoes on.
If you've wearing cycle clothing I find the best solution to keeping feet warm is this:
Buy a pair of bib longs that are too long in the leg for you (I have 29" inside leg so most are too long). Try on and measure length to end of toes. Cut to length and sew ends up
Merino wool socks
Fleece lined overshoes
Toasty warm
