Hi is the barrel-adjuster meant to also turn the black tubing it is on as well. I am tinkering with an old bike changing the gear cable to learn whats what. But to tweak it I am finding it hard to turn the adjuster as the tubing wants to turn as well. I have taken it all part and it seems to be one part ?

Well I got the cable installed and gears indexing quite chuffed and I was surprised how slack the cable had to be for things to work smoothly

No - the outer casing shouldn't rotate. It needs taking out, cleaning and putting back with a bit of lube to stop it doing that. If you don't the inner wire will be twisted around inside which is not so good. Some set-ups the cable may have to be slacker than is ideal to get it to work - especially on cheaper bikes...

Thank you in that case then the twisty bits are pretty well seized on the tubing. It is working fine now so next time I might just replace them. I did unscrew them all the way off to look but they looked one piece
