15 years ago I had a neighbour that had one, used it commute about 3 miles each way to Leeds city centre and back. A relative of mine had their mobility scooter taxed and insured for road use, they had a UK driving licence.

My point is both were very cheap to run and were a great alternative to a car for them both, I definately think road legal electric transport e.g. Electric Motorbikes of the type we are complaining about has its place. Its now down to the government ( ) to try and manage that.
The one I knew of was more motorbike than pedal cycle. Battery power had replaced petrol power.

The evidence says otherwise, he’s a persistent offender

Well I don't and neither do you know what motoring offences he's committed to get the previous 9 points. It might be driving or it could be no MOT or insurance etc. If I had to guess it's likely to be speeding as that's by far the most common and easily caught offence.

So, we could do sod all and maybe moan on a forum. Or we could report bad driving and at least there's a chance bad drivers do realise the consequences once faced with big fine, points, potential ban. Seeing as this latest one is for close passing a cyclist and he was told any further driving offence he will lose his licence then I'd say there's a decent chance he'll take a bit more care next time.

So, question for CC-ers who are also motorcyclists: If you were buying a motorbike now, would you get/consider an electric one?

Or are you too much in love with the oily petrolly spannery nature of motorbikes?

Clearly not based on this exceptional hardship bollocks. He should have taken responsibility for his repeatedly bad driving.

Maybe the first time
but then they had a warning - normally several

but maybe once if it is truly exceptional - such as on the bread line and needs the car to get someone to hospital

but when you hear of people getting this letoff several times
especially celebrities that clearly have money as well

then it is totally unjustifiable

Shouldn't have hardship mitigation at all.

Its very difficult to get a ban, requiring either regular sustained offending (as per Blinky's fellow), or one God almighty enormous piece of offending.

Anyone prepared to put such effort into getting a ban has ample opportunity to consider the consequences of their actions vis a vis hardship.

And other road users right not to be maimed or killed by road criminals should trump any hardship mitigation.
