What about drilling or punching holes in the bag on the available positions, grommet/eyelets, then ropes / zipties / straps / rubber to bind it around the tube? And to hold better in position, maybe also at the lower tube.
I once did that with a tennis racket holder, because that had a shape that suits more to a bikes frame triangle, it worked well, only that sidewind became a pester.
Not sure what a "bennie bag" is though, a search doesn't give much detail.

I have a different type of cheapo Roswheel bag and got my cobbler to sew a velcro strap beneath to anchor it to the top tube.
