Managed to find out a little about the two companies @SteCenturion.
Rivendell Bicycle Works are. US based company producing steel framed cycles amongst other things based in California.

St. Étienne was the capital of the French bicycle industry. The wheel manufacturer Mavic is based in the city and manufacturers Motobecane and Vitus are also based here. The city often hosts a stage of the TDF. Titanic were also based there but I couldn't find out how the company was related to the liner.

I've just got a new Genesis bike & love it having a real head badge rather than a transfer, something like

Whilst it's not as nice as some images here it's nice on a new bike

But it's metal & nice & counts for a lot over decals.
