Best way to reattach this piece to frame?

Apologies but I don't know the name for this part, but its a metal piece which sits on the inside of the rear wheel dropout (derailleur side). It's fell out but currently held in by friction. What's the best way to reattach it to the frame? I think it was "bonded" somehow rather than screwed as it seems to fit perfectly round the screwheads for the derailleur hanger bit?

Found in the Yorkshire hills ...
Bonding it with adhesive would make sense. I'd guess it was to protect that side of the drop-out.

Is it held in place when the wheel is in place. If it is, it'll explain the friction fit.

What are the two materials, and bear in mind the finish of both when deciding on what to use, glue/adhesive wise.
