fixed it!
shifting the top clips on the bike bin off centre has given me a roomy half inch clearence...
... not sure them being off centre when laden will have an adverse affect, will have to wait and see.
And the bottom retaining clip needs to go up an inch too.

I'm glad you got it sorted MV. I wouldn't worry about the offset either; whilst I dont go for long tours my panniers are often off centre; at the moment my Ortlieb briefcase is at the limits of the offset and rotated and I've not had a problem in the 4 months like that and it is often heavily loaded and subject to extreme forces.
