Have you considered making your own trailer?
You know what its intended use is, so can adapt/build round that.

Bikes at work have on their site a picture of a person doing exactly what you intend doing. Transporting two dogs in cages/boxes.
If you were to work with cages rather than boxes, then they could be the trailer or suitable points could be made for ensuring they remain in place, when on the trailer.

Honestly? The thought briefly crossed my mind before I ruled it out. If I was doing it for fun, it would be an option. If I was doing it to save money, it wouldn't be viable because I could make enough money to pay for a custom trailer shipped from the US (several times over) in the time it would take me to build one!

Equally if we are now including cargo trikes.....

There is a company in Derbyshire that produces the "Tamar" at aboy £800 - again cheaper than the US trailer option.

Thanks so much for that. I spent a lot of time searching for cargo trikes, but their website never came up. (For reference, they also make custom trailers.) I've emailed them and said what I'm trying to achieve, so I'll see what they come back with.

I was starting to think I'd just have to give up and get a car, but I'm feeling a lot more hopeful now.

There's a vet in Edinburgh who transports his dogs by trike - which he built himself (or had built).
