I have one. I like it, it's great.
Some people have said they are rattly, but I don't find mine is noisy. Probably because my handbag and lunchbag get stuffed in the top as I commute, so that holds everything still.
The lock would probably be defeated in milliseconds, but the only place I park with the bin on is at work in secure parking so not really an issue - my helmet/lights/computer/gloves live in there during the day so stops them cluttering up my desk.
The whole bin comes off the rack easily enough so you can take the thing with you when needed (but it stays on when riding!!)

I got mine on eBay where you occasionally find 'cosmetic seconds' for sale (I still can't work out what made mine a second because it looked just fine to me. The plastic was a bit marble-y if you held it up to the light, perhaps that was it). It was about half the price of a new one that way.

Mine is now suitably decorated with reflective tape front and back as well.

I've got a pair of these and my only complaint (so far) is... although they seem fairly robust they're not quite robust enough to sit on.
