I park mine outside work for 8 hours. I leave my lights on and so does everyone else. No bother or reported bother that I know of.

I take my lights off but sometimes just put them in my panniers underneath a crappy waterproof and cheap thinsulate hat. There is other detritus in there like litter and plastic bags that would probably make any prospective thief feel sorry for me. Certainly wouldn't bother about a bungee and neither have any thieves so far.

Same here, I have carrier bags in there and some of those shoe covers you get at the swimming pool (cunningly uses as saddle covers).
