Bike lock note

I should have took a photo but on route to the station in Cambridge out of the 1000s of cheap bike one was unlocked and someone had left a massive note in the image
of a d lock 'I'm available for £36.99'. For a start the bike was probably only worth £15 but does it not scream 'come and steal me' :ohmy:

Thefts of bikes and parts thereof are rife near a local train station, but there's an old Apollo 1990's MTB that hardly ever seems to move position, that has not been touched. it's locked with a D lock, but only through the frame, and not the wheels - as though someone is actually trying to entice a thief to nick bits off it. It looks like a police trap bike to me , and the fact that it's been left alone for a few months says to me either the local tea leafs also suspect it's a trap or that a £20 value Apollo simply isn't worth nicking the wheels from let alone breaking a decent D-lock for.
