Apart from the medical hilarity, why are the telling cyclists to dismount in breach of DfT mandatory guidance?

It's common practice over here, too: instructing cyclists to dismount and walk through / past road works, when motorists are allowed to drive through. Given that motorists aren't allowed to drive through road works at any high speed, why can't cyclists be allowed to ride through them?

In a couple of recent roadworks around here the council has actually closed the road to motorists to allow cyclists access through, or put up signs saying "Narrow lanes do NOT overtake cyclists" (sadly no Welsh translation). After all it is less disruptive for a motorist to take a diversion than a cyclist, and less danger to road workers as well.

Not sure it will catch on but I always ignore any cyclist dismount signs on the road (rather than pavement) out of principle.

"Narrow lanes - Do not overtake cyclists."

According to my English to Welshish dictionary, that translates into Welsh as...

"I have a small wardrobe in my bottom."

Barnet,
I'm sure the Welsh language is made up, to confuse the English. Having just come back from a few days in Wales.^_^
