Common name is Cotton Grass - the fluffy stuff is part of the seed dispersal apparatus.

One of the Mallows, a Hollyhock I think. Been in Britain for 500 or so years whereas Balsam was introduced by the naughty Victorians

It loves a water's edge - bees love the flowers but I find they have sweet slightly nausea inducing scent
