I must confess that down our last house if we had bulky items to get rid of we used to just put them in the front garden, most things would go over night, the council would charge for disposing of bulky items and we saved ourselves a packet like that.
Not having a go at you personally but maybe people not disposing of their own valuable and recycleable rubbish properly while expecting/hoping the local thieves will remove it for them just encourages it to happen.
I wouldn't say the cost of disposal was 'saved', more like the value of the scrap was lost.
I have had people drive past and even come onto my property to try and take my property. Some will ring the doorbell just to check if witnesses are in but I have lost items that were not rubbish (but still mine even if it was rubbish).
I removed 20' of 5" square cast iron Victorian rainwater pipes from the front of my house. The brackets were damaged and so I removed the pipes for safety while I was making up new brackets. Someone then stole them from my drive despite them being covered and stowed away.
There is only one word for people like this, criminals.
