i came out of work last night in my wagon, and saw a cyclist with blue lights on the front of his bike. to be honest i know this is problys not the best idea with police etc, but they werent flashing, just on constant. and it stood out by a mile.

just had a good look round the net and cant seem to find any, anywhere,

just curious what all your thoughts would be

They are illegal, so don't bother.

Hmm, if it resembles an emergency vehicle light then not a good idea.

http://www.legislation.gov.uk/uksi/1989/1796/made

Restrictions on fitting blue warning beacons, special warning lamps and similar devices

16. No vehicle, other than an emergency vehicle, shall be fitted with–
(a)a blue warning beacon or special warning lamp, or .
(b)a device which resembles a blue warning beacon or a special warning lamp, whether the same is in working order or not.
.

NOTE the regulations talk about flashing or warning beacons, so a steady blue light might have a loop hole, but could be covered under 16 as above.

A blue steady light is not illegal but your cyclist would need to have a white light (conforming to regs) showing to the front as well to be legally lit.

You can have any colour steady light showing, provided you don't show red to the front or white to the rear. Just make sure these are in addition to the legally required lighting.

I bought some Tesco lights as back up lights on my commuter. The front one is green .Couldnt be bothered taking it back as only cost £3 so use it on flash in addition to a Cateye.
